Why it matters

The obvious way to choose who gets the upgrade is to look at who uses ChatGPT most, which is also how you end up paying more for someone going round in circles. Usage tells you there was demand. It says nothing about whether the work mattered, whether anyone accepted the result, or how much correcting it needed. One person can burn a large allowance rewriting the same unclear brief while someone else uses a fraction of it to produce a report the team acts on.
